The measurable part
Operators in Busia have reported thousands of jobs and several hundred technical staff trained. Employment numbers fluctuate with construction phases and are easy to inflate. Training completions, particularly where they carry a recognised certification, are harder to overstate and outlast the project.
Where the gap remains
Uganda's constraint is mid-tier technical skill: metallurgists, fixed and mobile plant maintainers, surveyors and qualified safety officers. These roles are currently filled substantially by expatriate hires, and closing that gap requires multi-year apprenticeship rather than short-course training.
A better disclosure standard
Operators should report training completions by qualification, retention at twelve months, and the share of supervisory roles held by nationals. Those three lines would tell readers more than any aggregate employment figure.
