The award
The energy ministry granted Euro Gold Refinery (U) SMC Ltd a mining licence covering ground in Yumbe District, issued under sections 87 and 90 of the Mining and Minerals Act 2022. Officials cited preliminary indications of high-purity material and framed the award as part of the national value-addition agenda.
Purity claims are not grade claims
Ministerial statements referenced purity in the mid-nineties per cent. That figure describes refined product, not in-situ grade, and the two are routinely conflated in regional coverage. Nothing in a licence award establishes tonnage, continuity or recovery.
Until a competent-person resource statement exists, the defensible reading is that a licence has been issued and permitting risk retired. Geological risk is untouched.
Why the district matters
West Nile has historically drawn informal workings and cross-border flow rather than licensed capital. A formal licence-holder in the district gives regulators a counterparty with something to lose, which is generally the precondition for enforcement having any effect at all.
