Karamoja's minerals: prospects and consent

North-eastern Uganda hosts gold occurrences alongside marble, limestone and a range of industrial minerals, with a long history of artisanal working. Regional mapping supports continued prospectivity, and several exploration licences cover ground there.

The diversity of the mineral inventory is itself notable. A district that hosts gold alongside construction-grade marble and limestone has a broader base of potential revenue than a single-commodity district, which in principle gives a future development plan more flexibility to sequence lower-conflict industrial mineral projects ahead of the more contested gold ground.

Karamoja is largely pastoralist, with communal land holdings that do not map neatly onto licence boundaries drawn in Kampala. Projects that treated consultation as a formality have generated durable opposition, and in several documented cases lost access entirely.

Free, prior and informed consent is not a compliance box in this district. It is the operating licence, and it has to be renewed continuously.

Pastoralist land use adds a complication that sedentary agricultural districts do not present: seasonal movement means the community with a legitimate claim to a given parcel of ground can shift through the year, and a consultation process that engages only the people present at the time of survey risks missing a substantial share of the rights holders entirely.

Benefit agreements negotiated with recognised community structures, water infrastructure delivered before extraction rather than after, and grievance mechanisms that produce visible outcomes. Companies applying that sequence have kept access. Companies that inverted it have not.

A convincing Karamoja project would disclose, ahead of construction, the specific communal structures it consulted, the seasonal timing of that consultation relative to pastoralist movement patterns, and a benefit-sharing agreement with terms a third party can verify rather than a general commitment to community development. Very few announcements in the region currently meet that bar.

Absent that disclosure, the safest assumption for an outside investor is that consent risk in Karamoja is priced too low in most project timelines, and that the schedule slippage this has caused elsewhere in the district is more likely than not to recur.
